Chief Exec of Údarás speaks out on cutbacks facing the organisation

Chief Exec of Údarás speaks out on cutbacks facing the organisation
Issued : Friday 21 November, 2008
At a meeting of the Board of Údarás na Gaeltachta held in Na Forbacha, Galway, today, the implications of the serious cut-backs to the organisation's current operational budget for 2009 was discussed
The Chief Executive, Pádraig Ó hAoláin, informed the Board that the reduced level of current operational funding available to the organisation for 2009 will have serious implications for the Údarás. This substantial reduction demonstrates a lack of understanding regarding the baseline funding required if the Údarás is to maintain it's capability to deliver an efficient service to the people of the Gaeltacht and it's business client-base. He said that Údarás has consistently reduced it's cost-base over the last number of years and further reductions at this time would seriously impair it's ability to achieve it's job-targets and implement it's economic, social and language activities in the Gaeltacht
The Board decided that the Chief Executive and Chairman meet with Minister Ó Cuív and other senior Departmental officials as a matter of urgency to address this issue and endeavour to identify a formula for resolving it.

Sinn Féin Survey Underlines Consequences of the Education Budget Cuts in Waterford

Sinn Féin Survey Underlines Consequences of the Education Budget Cuts in Waterford

European candidate, Cllr Toireasa Ferris, will on Friday unveil a survey, conducted by local Sinn Féin Councillors of the effects of the budget cuts on schools in Waterford.

The Survey results show that the many class sizes across schools in Waterford will rise to over 31. Nearly a quarter of all pupils will remain in super-sized classes of 30 plus with 6 out of 19 schools losing existing teachers. A further 6 out of 19 will lose language support teachers as the Government proposes to cap these at only two per school. In addition 10 schools in Waterford who applied for capital funding will face an uncertain future because of the proposed cuts to the school buildings budget.

Commenting on the survey Toiréasa Ferris said: “This survey put together by the Sinn Féin Councillors in Waterford illustrates the effects of the cuts on children going through the school system in Waterford over the next few years.”

“The Survey results show that the many class sizes across schools in Waterford will rise to over 31. Nearly a quarter of all pupils will remain in super-sized classes of 30 plus with 6 out of 19 schools losing existing teachers. A further 6 out of 19 will lose language support teachers as the Government proposes to cap these at only two per school. In addition 10 schools in Waterford who applied for capital funding will face an uncertain future because of the proposed cuts to the school buildings budget.”

“The survey is a harsh indictment of a government which chooses to make the weak and vulnerable pay the price of the bad political decisions made in their present and previous term in office. Political choices shape the destiny of tomorrow’s children. The political choices made by this government have been to increase class sizes, decrease opportunities for widening children’s education, and maintain schools in unsuitable and frequently appalling accommodation.”

“We should as a priority be investing in our children, primarily because every child in Waterford and Ireland deserves an equal chance. But also because in an increasingly competitive world we need a skilled and educated people able to participate in a first class economy. Higher levels of education and training lead to increased wealth and higher living standards. The present government decisions are short term and bode ill for the present and the future.”

“I and Sinn Féin believe we should at this time be investing in education rather than in buccaneer bankers and developers. Schools and third level institutions should be provided with the required level of teaching and resources. An emergency school building programme will provide not only for the future but will also provide much needed employment for those affected by the downturn in the construction industry. We will all reap the awards of such an investment.

UNEMPLOYMENT IN DUNGARVAN NOW 1359

UNEMPLOYMENT IN DUNGARVAN NOW 1359

A breakdown of live register figures has just been published on the Central
Statistics Office website -
http://www.cso.ie/releasespublications/documents/labour_market/current/lregeo.pdf

Government criticised as unemployment figures continue to rise

Sinn Féin Cllr.Brendan Mansfield has sharply criticised
The Government’s inaction on job creation in West Waterford, after the latest figures from
The Central Statistics Office showed that unemployment has risen from
5.1% to 6.7% in the third quarter of this year. Cllr. Mansfield called on
The Government to introduce a back to education scheme for young
Construction workers.

“This Government ignored all the warning signs that the economy was
Heading for a slowdown and failed to prepare for the recession even
Though all the economic indicators pointed to such inevitability. The
Result of all of this can clearly be seen in today’s announcement from
The CSO.

“The government cannot continue to sit on their hands in the face of
Rising unemployment in Dungarvan, 453 extra people are now on unemployment benefit in the town, an increase from 906 in October 2007 to 1359 in October 2008. Even now as the figures continue to rise there is
no evidence of any action or plan from the government to tackle
Unemployment. We have lost major industries in this town going back as far as the 1980's and successive governments have ignored the town and West Waterford area.

“It is essential that the state introduces a specific back to education
Scheme for construction sector workers under the age of 25 without
Leaving Certificates. The Taoiseach’s Department estimates that under
25s represent 50.3% of the total construction unemployment figure in
2007 & 2008 and that a large majority do not have a Leaving Certificate.
It is also essential that training and up skilling courses for
Alternative industries to construction are provided.”

Bonfires must go- Mansfield.

Sinn Fein Councillor Brendan Mansfield has publicly stated that he will be calling on Dungarvan Town Council to take preventative measures up to and including a ban on any future bonfires in the town.

'' This situation goes on year after year and the local powers that be seem to turn a blind eye, the tradition of a community bonfire is well and truly assigned to the past, these annual bonfires are now simply an excuse for some people to have a drink and drug fuelled binge. This was plain to see for anybody who viewed any of the bonfires around the town. I received numerous phone calls from angry residents living in the area's around these fires, such was my own concern after viewing the happenings at two of the locations, were smaller fires had been started off the main bonfire that I went to the Garda Station and made a complaint. These auxiliary fires were far to close to houses and the risk of them spreading was a risk.''

''Those who engage in gathering and setting these fires believe that they may be nurturing some kind of community spirit, nothing could be further from the truth. They are giving the area's a bad name, they are terrorising their neighbours. To describe the activity around these fires as anti-social would be an under statement, I spoke to a number of elderly residents who were visibly distressed by the antics of some of the crowds gathered at the fires.''

''While other Councillors may disagree I believe the onus is on the Town Council to take action to stamp out this issue, how can the council every year turn a blind eye to the burning of toxic materials, on Friday night last a large section of the town was covered in smoke. If this was in daylight and the public could see the colour of this smoke there would be an outcry. If a person is killed or receives a serious injury from one of these bonfires questions will be asked why the Council did not do more to prevent these fires. While I realise the Gardai are busy and have other duties if a more proactive approach was taken in stopping the supply of tyres getting to the sites of the bonfires it would also aid quelling this issue.''

''I will be raising this matter at the first meeting of the newly established Dungarvan Joint Policing Committee. I suggested a number of years ago that the Council meet Senior Gardai at regular intervals and I now welcome the fact that this arrangement has been formalised. No longer can we stand by and see areas of the town virtually under siege on Halloween, it is time to take a stand and reclaim Halloween as a family event.

The History of the Piltown Cross Ambush

The following is a brief account of the Piltown Cross Ambush, as outlined by Sean and Sile Murphy in teir book titled “the Comeraghs, Refuge and Rebels”

The IRA knew that if they attacked Ardmore Barracks, military reinforcements would be quickly on the scene from Youghal to assist. This then became the basis of a plan for a major ambush at Piltown Cross in November1st 1920.

The ambush position was selected, a trench dug across the road and trees felled as an additional barrier. The Flying Column came down form the Knockmealdowns to join the Ardmore Battalion. Men were detailed to block the Dungarvan and Cappoquin roads to prevent reinforcements from arriving from the east and north. A local unit also went to Ferrypoint to guard against a naval landing. The main body of the column and some other picked men took up teir positions at Piltown at 8.30pm. at about 9.45pm , column men threw mills bombs at the Ardmore Barracks and Marine Station, then leaving the local men to keep up the diversionary attack, they returned to Piltown Cross. As expected, Verey Lights were sent up from Ardmore and close to midnight the lookout, posted on top of a telegraph pole, reported that a lorry of military was approaching Piltown. The column opened fire at the lights and sustained heavy fire for about five minutes. They heard such roaring and screeching that Mick Mansfield thought that they had wounded women and children. They ceased firing and inspected the lorry. The military had thrown down their arms and surrendered. They were lined up on the road by the column and it was found that two of the soldiers were dead by the roadside. Nipper McCarthy lifted up their heads and Pakeen Whelan said an act of contrition into their ears. There were also two RIC men in the lorry and at first they were to be shot. Instead, a promise was extracted from them that they would resign from the force if they were allowed to go free. One of the two, Prenderville, who did not resign , was later shot by a sniper on Youghal Bridge on December 6th.
The military were given a day to transport their six wounded back to Youghal. Twenty-six rifles, two carbines, mills bombs, revolvers, Verey Lights and pistols were captured by te IRA. The arms were put in Eddie Spratt’s car. When Nipper tried to start the military lorry, he found it useless as it had been riddled with bullets. So they abandoned the original plan of taking te marine station at Ardmore and went back through Aglish to the house of Walter Terry. From there they were to cross the Blackwater at Dromana but no boat turned up so they footed it back to Comeragh. The column, which included George Kiely, Sean Riordan, Pakeen Whelan. Mick Mansfield, Pat Keating, and Ned Kirby, stayed at Keating’s of Comeragh the next night. They moved onto Connors at Furraleigh for the following night, where they were when te military raided Keating’s. With the military seach party was Sergeant Liston of Strabally RIC, who identified Michael Keating and knew that he was not Pat whom they were seeking.

Piltown Cross Ambush Monument Unveiling - Sunday 2nd November 2008

On Sunday November 2nd last the sun shun bright in the sky as a crowd of young and old close to 500 gathered to remember those who fought for the freedom of their country. Following years of fundraising the local committee who were first formed in 1952 succeeded in their ambition to erect a fitting tribute to Ireland's best and bravest. The Piltown Cross ambush on November 1st was one of the biggest actions undertaken by the IRA in Waterford during the War of Independence, it was a hugely successful operation with a huge amount of arms and ammunition and ammunition being seized by the Flying Column. Two members of the occupying Crown Forces were killed in the ambush.

Sunday's Ceremony was Chaired by Liam Allen of Piltown, speakers at the event were Marie Keating Grand niece of the famous Pat and Michael Keating both of whom lost the life's in the fight for Irish Freedom. Ms.Keating spoke of hearing stories of her relations exploits during the War. '' These were ordinary young men, they played hurling and football had girlfriends and enjoyed life but they were prepared to give all this up and take to the Comeraghs to lead the fight for Freedom, we must also remember the brave women who supported the Volunteers, the girlfriends, wife's and mothers and the women of Cumann na mBan.''

A decade of the rosary was recited by Mr.Paddy Foley of Ardmore and was offered for all those who fought for Irish Freedom. Mr.Foley also spoke of the tradition of when men from the Active Service Unit entered a safe house they would join the family of the house in a decade of the rosary. He spoke of the famous safe houses of Mansfield's of Old Parish and Keatings of Comeragh and they many times these houses were wrecked by British Forces, yet these families never faltered and allows supported the men on the run.

Wreaths were laid on behalf of a number of local families who lost family members during the 1920's and a number of relatives travelled huge distances from Germany and the USA to be present for the unveiling. Wreaths were also laid on behalf of Fianna Fail by Cllr.Tom Cronin, Sinn Fein by Martin O Donnoll and on behalf of Oglaigh na hEireann by Cllr. Brendan Mansfield.

Chairperson Liam Allen then introduced the two main speakers Senator Labhras O Murachu Fianna Fail and Seanna Walsh of Sinn Fein. ''Seanna Walsh was the man who read the IRA statement on July 28th 2005 which ended the armed conflict of the past 35years, Seanna spent 21 years of his life in British prisons, a close friend of the late Bobby Sands and also a cell mate of Sands in 1981 during the Hunger Strikes in which ten young Irish men died in the fight for political status. It was because of his impeccable republican credentials that Seanna was asked to become the first person since 1972 to represent the organisation without wearing a black mask, like many other IRA veterans Seanna has put his shoulder to the wheel in the current phase of the struggle for reunification and played a vital role in the peace talks, he currently heads up the Sinn Fein Irish Language Department'' stated Mr.Allen.

'' I'm honoured and privileged to asked to say a cupla feacail here today, the fight these men began here 88 years ago is the same fight I was involved in. Unfortunately not all our country was freed from British Occupation and Republican's in the six counties had to option but to rise and fight this occupation.Today we see the British Army hold a march in the centre of Belfast, this is a disgrace and should that have been allowed. We must continue to push for a United Ireland we owe it to all those it died fighting for it. I would encourage people to go a see a recently released movie called 'Hunger' which depicts life in the H-Blocks during the hunger strikes this movie shows what we went through. All true Republicans must continue to fight for the Ireland as laid out in the 1916 Proclamation and must remember that historic document applies to all in the six counties aswell.'' concluded Mr.Walsh.

Next to speak was Senator Labhras O Murachu, the South Tipperary based Senator said '' the fight for unity must continue, we must retain of national heritage, our language our games our music. The men and women who rose in the 1920 were our heroes, I hope as many children as possible visit this marvellous monument and learn what our fore fathers achieved for us. We must not forget either our nationalist and republicans comrades in the six counties and what they went through and still endure under British Occupation. I wish to commend the local committee for the work they have done here, it shows that traditional committee spirit is alive and well, I particularly wish to mention the way they have got all strands of Republicanism working together with no political point scoring taking place. If Republicans of all colours joined together more often we could achieve a lot more.''

The strains of the last post hung high in the Piltown sky as the ever present Pat Ormonde once again paid his beautiful tribute to Waterford's sons.

As the Cork Hill Pipeband played Amhran na bhFiann the crowd sung a rousing rendition of National Anthem. Martin O'Donnoll of An Sean Phobail closed the event by singing the famous song 'The cross of Old Piltown'
'Every Rebel a hero from Piltown,Old Parish, Ardmore and down from the slopes of the Comeraghs with Dungarvan's true sons to the fore.
